Dear Sussex Countians,

Here are some of the reasons I am the most qualified candidate for the third district seat on Sussex County Council.

I enjoyed a long and successful business career as an owner and manager of marinas; as a trade association founder and president; as a community organizer and a public committee and commission member. I am the founder and first president of Citizens for a Better Sussex also called CBS and as such I testified at major hearings on land use, zoning, energy and the environment with a successful track record.

For CBS I effectively lobbied the state legislature for fairer representation of Eastern Sussex Countians on the County Council; as a result two bills have passed the House.

 I gave seminars on energy conservation and clean energy including a possible offshore wind farm off Sussex County shores. As a volunteer I lobbied the Delaware Legislature for the Bluewater Wind Farm and   many more joined in. Now Delaware will now be the first state with an offshore wind farm as well as 600 new union jobs.

I am the co-founder of the Plantation Road Coalition and the wider reaching No Build Coalition to protect Midway area farms, homes and minority communities from unwise transportation decisions.

I am ready to continue working vigorously, full time, and with fiscal responsibility, to accomplish these goals.

1. NO DEVELOPMENT WITHOUT INFRASTRUCTURE

Introduce ordinances at the County level requiring that developers meet specific standards regarding adequate

             Police, firefighters, and ambulance services

             Schools, libraries, and hospitals

             Public sewers

             Public drinking water

             Roads and public transportation

Introduce ordinances regarding

             TOWNS & CITIES:  Both county and local government should jointly agree on – and approve – land use decisions concerning property immediately surrounding the towns, to preserve the nature of the towns and their quality of life, to protect their “gateways”, and ensure the safety of residents and visitors.

             PUBLIC NOTICES: enhanced public notification of planned land use changes requiring that nearby communities are notified by mail and that large, sturdy, highly visible signs are posted by the County.

             COST-FREE ZONING APPEALS: Citizens should have the right to appeal County Council zoning decisions to an independent zoning board without incurring costs.

Work to improve Sussex County’s Comprehensive Plan to meet state standards, and work to attract state infrastructure investment in appropriate areas of Sussex County.

                - Unfortunately, since 2001, 45% of the current Council’s approvals have been in Level 4 zones where the State does not plan to build roads or schools.

2. ENVIRONMENTAL & FARMLAND PRESERVATION

Introduce ordinances to require that ALL DEVELOPMENT IS SUBJECT TO:

             Proper storm water management and erosion control.

             Protected, buffered zones around waterways to protect tidal and non-tidal waters.

             Minimal tree removal – clear-cutting must stop!

Work to see that there are matching county funds to help preserve Sussex farmlands under the State Farmland Protection Program.

3. BUSINESS DEVELOPMENT & JOBS

Work to improve Delaware’s ranking of 48th out of the 50 states when it comes to creating new businesses.

Work for and support a University of Delaware campus in the County, to bring jobs and grow business in the area. This will help educate and train our young people for high-paying jobs.

Work with the new Sussex County Director of the Department of Economic Development. This is a crucial position for the future business and job development in the County.

Coordinate with state partners to ensure that road construction does not interfere with business during our tourist season.

Seek talented, experienced county retirees to help Sussex Countians to start and improve local businesses.
